Dr Shamsuddeen Usman, CON, is currently the Chairman/CEO of Susman and Associates (S&A) Limited. He has a BSc, MSc, and PhD in Economics. He is a fellow of the Nigerian Economic Society, the Chartered Institute of Bankers, and the Society for Corporate Governance of Nigeria. 
					 
					 
					Dr Usman was the managing director of NAL Merchant Bank between 1995 and 1999 before he was appointed as a deputy governor of the Central Bank of Nigeria. He was in that position between 1999 and 2007. Dr Usman was Nigeria’s minister of finance between 2007 and 2009. He later served as the minister of national planning from 2009 to 2013. 
					 
					 
					He has over 35 years of professional experience in Management Consulting, Economics Advisory, Strategic Planning and Business Strategy, Corporate Finance Advisory and Financial Modelling, Research, Data Collection and Analysis, Managerial Finance and Due Diligence, Strategy and Leadership Development, Banking, Risk and Project Management, Policy Formulation, Implementation, and Analysis. Recently, through his company Susman and Associates, he has been involved in designing a short- to medium-term strategic plan for the states in north-eastern Nigeria and designing and implementing a comprehensive performance monitoring and evaluation system for the Lagos State Government.
					 
					 
					He has also undertaken case studies on the failure in the Nigerian Banking Industry and assessed recent mergers and acquisitions for the NDIC. He conducted a study on the Voice and Voting Power (VVP) of the Minority Shareholder in the Nigerian Capital Market and obtained the principle commitment of the Securities and Exchange Commission, Nigerian Stock Exchange, Corporate Affairs Commission, and the Bureau of Public Enterprises. He was involved in conceptualising, organising and inaugurating the Nigeria Electricity Market Summit Group (NEMSG) that brings key stakeholders regularly together to discuss critical issues in the Nigerian Electricity Market.

Dr Shamsuddeen Usman

Before his current role as CEO of Nigeria's Ministry of Finance Incorporated (MOFI), Dr. Takang doubled as the Special adviser to the Honourable Minister of Finance, Budget and National Planning and Lead MOFI Transformation Team. He was also the CEO of Growth Alliance Partners (GAP), a pan-African firm focused on providing post-investment value-add services to Private Equity backed businesses. While at Growth Alliance Partners, he helped turn around several businesses to create shareholder value. His decades-long career in investment consultancy and public reforms traverses the public and private sectors across Africa, and in the US, where he worked at the New York Office of KPMG. He was Team Lead for a Private Banking Group, managed the Integrated Financial and Economic Management Information System (IFEMIS) Project in Nigeria, and led the Voluntary Asset and Income Declaration Scheme (VAIDS).
 A strong collaborator, Dr Armstrong was pivotal in designing and implementing several national initiatives like the Integrated Payroll and Personnel Information System (IPPIS), the Office for Nigerian Content Development in ICT under NITDA, and the ICT component of the Economic and Financial Crimes Commission (EFCC)/Nigeria Financial Intelligence Unit (NFIU). Dr Armstrong Chaired the Nigeria National ICT Strategic Action Plan Committee, and the Nigeria National Software Development Task Force, and was a member of many federal committees, including those for the restructuring of the Ministry of Finance Incorporated; development of Policy on Nigerian Content Development in ICT, and development of Nigeria’s 50-year Development Plan. An alumnus the University of Hull, the Imperial College Business School, London, and the Harvard Business School, Armstrong is a consummate, multi-facetted professional, exemplary thinker, and astute inventor.

Dr Armstrong Takang (PhD)

Femi Ogunseinde is the Chief Investment Officer of Nigeria's Ministry of Finance Incorporated (MOFI) and a member of the firm’s Board of Directors, serving as the Executive Director, Investment. 					 As Chief Investment Officer for MOFI, Femi is responsible for shaping and executing the investment strategy of the firm, managing risk, staying compliant with regulations, and leading a team of portfolio managers, risk managers, platform architects, market structure developers and product operating model designers to achieve the firm's financial objectives. 			 		 Prior to joining MOFI, Femi served as a visionary executive driving transformation and value creation in the energy industry for more than two decades. He served as Executive Director in Schlumberger Sub Sahara Africa, where he managed the Schlumberger Data and Consulting Services business unit for Sub Sahara Africa and worked on several landmark multi-million-dollar oil and gas exploration and development projects across major continents including Europe, Africa, North and South America (USA), in connection with the leading Oil Majors. He also served on the Board of various companies, providing business development and advisory services across various key economic sectors including energy, agriculture, entertainment, and services. 			 		 Femi earned a bachelor’s degree in civil & Structural Engineering from University College, London, and an MBA from the Wharton Business School, University of Pennsylvania in Philadelphia, USA majoring in Corporate Finance and Entrepreneurial Management. He also holds a certificate of distinction in the ULEAD program from INSEAD Business School and has received an honorary doctorate degree in International Finance and Community Development from ESAE University, Benin Republic.

Mr Femi Ogunseinde

Oluwakemi Babalogbon (nee Owonubi) is an experienced professional with an extensive background spanning over 20 years in Corporate Finance, Equity Research, Mergers and Acquisitions, and Private Equity. Prior to her role at MOFI, Oluwakemi held various roles at Oando Plc, Vetiva Capital, Rand Merchant Bank, and Tangerine Financial.
 
					 
					In her current capacity, Oluwakemi oversees the development and implementation of risk management strategies and framework throughout the organisation. Additionally, she spearheads MOFI’s initiative to create a central register of the FGN’s assets and investments, aligning with the organisation’s broader mandate. 
					 
					 
					Oluwakemi holds a Bachelor’s degree in economics from the University of Ilorin. She is a member of the Accounting and Finance divisions of the institute of Chartered Accountants of Nigeria (ICAN). She has also earned an MBA in Finance and Strategy from IMD, complementing her robust background in management and expertise in global topics such as risk management, corporate policies, banking, development strategy and high-performance leadership.

Mrs. Oluwakemi Babalogbon (Nee Owonubi)

Mr. Tajudeen is a highly experienced strategic leader with three decades of executive management expertise combining of business leadership with deep functional expertise across Treasury Management, Portfolio Management, Credit Management, Manufacturing, Agro-allied, Construction and Transportation sectors, among others. 
					 Prior to joining MOFI, Mr Tajudeen held various managerial positions in the Asset Management Corporation of Nigeria (AMCON), which includes Head Strategic Portfolio & Loans AMCON, Executive Director, at the Resolution & Restructuring Company Limited (A wholly owned subsidiary of AMCON that managed Portfolios in other entities) and Group Head, Asset Management AMCON. He held the positions of General manager and Group Head Treasury at Dangote Group and Chief Financial Officer at the Greenview International Co. Ltd, Ghana (A division of the Dangote Group of Companies). 
					 Mr Tajudeen Ahmed also held the position of Principal Manager & Group Head Treasury, Inland Bank Nigeria PLC (Now FCMB Group PLC), Lagos. 
					 With a solid career history in management, Mr Tajudeen possesses extensive global expertise, including High Performance Leadership, Corporate Policy, Development Strategy, Portfolio Management, Fiscal Responsibility, International Banking, Treasury Management, Investment Risk Management and Environmental Management.

Mr. Tajudeen Datti Ahmed

Hajiya Fatima Nana Mede was the permanent secretary of the Ministry of Budget and National Planning from Nov 2015 to July 2017. She acted as an adviser to the minister on the formulation of policy in relation to the ministry and its constituent departments; planning programmes and allocating responsibility to Divisional Heads; and directing and controlling the activities of the units and departments of the ministry.
					 
					 
					As an accounting officer, she ensured that the financial resources allocated to the ministry were managed appropriately. She also managed and provided oversight on budget function, budget implementation and fiscal policies of the Federal Government of Nigeria as well as in the development of the Nigeria Economic Recovery and Growth Plan (ERGP). 
					 
					In addition, she provided administrative leadership in the development, management and monitoring of budgets and financial reporting for all capital projects.

Hajiya Fatima Mede

Ike Chioke is a performance-oriented professional with over 30 years of financial advisory experience, including 18 years in an executive management role. His professional experience involves strategic advisory in corporate finance including mergers and acquisitions, projects, structured finance and debt and equity capital markets activities. His industry specialisations include the financial services, telecommunications, media and general industrial sectors. He currently manages and is growing Afrinvest (West Africa) Limited, a leading wealth advisory firm active in four principal areas: investment banking, securities trading, asset management, and investment research. He was also the founder and promoter of Fitness Factory Limited.
					 
					 
					Ike Chioke has been the chairman of the governing council at the Anambra State Investment Promotion and Protection Agency (ANSIPPA) since 2019, a member of the governing council at the American University of Nigeria since 2017, and the national secretary of the Rhodes Scholarship for West Africa since 2017. He has also been a non-executive director at ServiPower Limited from 2005 and the chairman of the Enugu State Technical Committee on Privatization and Commercialization from 2009 to date.
					 
					 
					Prior to this, Mr Chioke was a member of the Enugu State Economic Advisory Committee from 2015 to 2019. He was the chairman of Financial System Strategy (FSS) in 2020 and was also on the Capital Markets committee of the Central Bank of Nigeria from 2010 to 2012, and a member of the Bond Market Steering committee of the Debt Management Office from 2005 to 2007.

Mrs. Oluwakemi  Babalogbon (Nee Owonubi)

Abdulqawil is a legal practitioner with years of experience in public sector finance and compliance, corporate finance and compliance, credit review and management, banking, securitization, and corporate restructuring. He was called to the Nigerian Bar in 2009 after obtaining an LL.B. from the University of Abuja. 

He started is career as a Senior Registrar at the Customary Court of Appeal, Abuja Division, before joining Enterprise Bank (now Heritage Bank) as Legal Officer. He later became the Regional Legal Coordinator (North) of the bank before joining the Central Bank of Nigeria (CBN) as a Legal Officer. 

At the CBN, Abdulqawil served on several committees, including the Committee on Improvement of Lending Environment, Committee on Reputational Risk Forum of the Bank, Committee on the review of the Bank’s Pension Agreements, Committee on the review of the Prudential Guidelines for Banks and other Financial Institutions, and Committee on Cost Saving within Legal Services Department. 

Prior to his current role, Abdulqawil was the Special Adviser on Legal Matters to the Honourable Minister of Finance, Budget and National Planning. He was a member of the Finance Act Review Committee set up by the Minister of Finance between 2021 and 2023. 

He is a Fellow of the Institute of Debt Recovery Practitioners of Nigeria; a member of the Chartered Institute of Arbitrators, UK; a life member (Associate category) of the Institute of Directors; a member of the Section on Business Law of the Nigerian Bar Association; and member, Society for Corporate Governance, Nigeria. He holds a number of governance, risk, anti-corruption and compliance-related certifications.
